The financier purchased a more modest island - the Little St James - back in 1998, but later purchased the larger adjacent island in the year 2016 for around $22.5 million.
These photos indicate he had drawn up plans to transform the sprawling island by constructing homes, an amphitheatre, an office beneath the waves and a pool.
Marked on the blueprint is Pillsbury Sound, a strait in the US Virgin Islands, indicated on the bottom right.
The architectural drawing is annotated in notations in red and includes a key detailing various sections of the property.
