English Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent study of local authorities, English councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England stated that six out of ten of local authorities are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would prioritise service redesigns and utilising savings to manage increasing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the strategy.

Council Tax Increases and Wider Fiscal Strains

This research of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will need to raise local levies next April to address the growing cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both improved services and cost efficiency,” said a council leader.

He added: “There are population challenges which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Projections

Research of regional authorities recently also found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (IMD) for English councils, several participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The figures underscores the scale of challenges confronting local leaders across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have cut or compromised care services in the last year, the study revealed.
